Taiwan should say ANY human rights abuses towards its own citizens is unacceptable,

particularly when it itself is the victimizer.

The problem is the suspects have not admitted their acts.

Taiwan state machine is a prime suspect - it commits crime of omission ((Unterlassungsdelikt / délit d‘omission)) - it turns a blind eye to the crimes, and perhaps more than that.
